Also you can look into the Nobunaga's Ambition series. It has the best domestics imo. You can't really say one wins over the other since they are very different systems i forgot how good the combat in this gamr was.
The combat in this game is actually its strongest point for me but it is still a hit or miss for people. The thing i absolutely dread about this game is how sluggish it feels. Had to play on 3x speed to make it feel normal paced. That and the lack of content for the price and koei butchering the game for more profit.
If they included all the season passes and the puk with the price of the base game then that's the only time this game will be worth full price.
I highly suggest getting 13 and its PUK since you get both types of games in one. You can still be a ruler but with the added bonus of having officer play too.
